Topic:
Existing user layers do not show in a new map content file

Description:
SYMPTOM:    User layers are attached to the map content file. If a new content 
            file is defined, existing user layers will not show in the new map 
            and they have to be redefined in the new map content. 

Solution:
WORKAROUND: None available.
          
RESOLUTION: In GeoFrame 3.0 Basemap the users will be able to update and save
            existing maps which is in effect transfers user layers from one map
            to another.
