Load Wells: Well data loaded from ASCII reads bottom location as X/Y rather than Lat/Long

Description:
SYMPTOM:    When well data is loaded from ASCII file, the bottom
            location values are read in as in X/Y coordinates even though
            they are in Lat/Long (in the ASCII file) and Lat/Long is selected
            as well location.                      
 

Solution:
WORKAROUND: 
            1) Provide top and bottom locations in X/Y and toggle the well 
                location to X/Y.
            2) Provide top location in Lat/Long and bottom location in X/Y and 
                set the well location to Lat/Long.  
          
RESOLUTION: Corrected for GeoFrame 3.0.
