Topic:
Seismic reference elevation is not upgraded when project is upgraded to GeoFrame 3.0

Description:
SYMPTOM:  IESX_Project_Upgrade: The seismic elevation reference is not upgraded
          when the project is converted to GeoFrame 3.0 (IESX 11.0).  Upgraded
          IESX projects will have the default seismic reference elevation value
          of zero.

Solution:
WORKAROUND: After upgrade, edit the seismic reference in Project Management 
            and enter the correct value. 
          
RESOLUTION: Corrected for GeoFrame 3.1.
