Topic:
Scatter sets, grids, and contour sets with invalid GeoFrame units are not upgraded.

Description:
SYMPTOM: IESX_Project_Upgrade: Scatter sets (xyz files), grids, and contour 
         sets which do not have valid GeoFrame units (defined in OSDD) are not 
         upgraded to GeoFrame 3.0 (IESX 11.0). The following error message 
         is returned during the upgrade process:

                "Unable to create scatter: "scatter0025" ==> skipped.
                 Error code = 465000006
                 Can not convert units to GF (RP66) units
                 IESX units are "0.10000000-E05 s2"

Solution:
WORKAROUND: IESX 10pX grids with invalid GeoFrame 3.0 units should be recreated
            to have units that are valid in GeoFrame 3.0.  
          
RESOLUTION: Corrected for GeoFrame 3.1 where scatter sets, grids, and contour
            sets with invalid GeoFrame units will be upgraded to IESX 11.0 and
            their units changed to "UNKNOWN".  The change in units will be
            shown in the upgrade log file.
