Deleted checkshot points reappear when smoothing option is used

Description:
SYMPTOM:    IESX_Synthetics: Deleted checkshot points (from panel) reappear
            when the smoothing option is used.  Smoothing is applied to the original 
            checkshot rather than the edited one.

Solution:
WORKAROUND: Save the edited checkshot, reload, then apply the smoothing. 
          
RESOLUTION: Corrected for GeoFrame 3.5 where the edited checkshot is used
            for smoothing instead of the original survey.
