Fault traces do not always upgrade from IESX 10.X to GeoFrame 3pX

Description:
SYMPTOM:   IESX_Project_Upgrade: There is a memory leak problem that,    
           occasionally, causes fault traces not to upgrade from IESX 10pX
           to GeoFrame 3.X.     

Solution:
WORKAROUND: Export the fault traces from IESX to ASCII file and import them in
            GeoFrame via IESX DataManager.
          
RESOLUTION: Corrected for GeoFrame 3.1.3
