iesx_dev_key.dat, *.fpb and *.idx files become corrupted.

Description:
Problem is seen in many ways but all symptoms point to all users not being able
to access their DSL's.  This is because in the IESX_CONFIG area the three files
mentioned above had become owned by a particular user and all users who where
not in same group as user were unable to read files, so IESX did not know which
DSL's were associated with their project.

Solution:
Solution is to restore these files from a backup (no other solution known).  Any
DSL's or devices added after backup will have to be readded.
It is still not clear how this occured but one theory is that the user who owned
the files was busy getting into his project when the machine or disk containing 
the config files had a problem and could not be accessed by users project so the
software assumed this was a new IESX install and that the 3 files needed to be 
created and so it created them, overwriting the old ones.
