Tracking of horizon goes to "largest" when snap is set to "closest"

Description:
SYMPTOM:    IESX_Seis2DV/Seis3DV: Sometimes tracking of a horizon goes to the
            "largest" event even when the snap is set to "closest".

Solution:
WORKAROUND: None available. 
          
RESOLUTION: Corrected for GeoFrame 3.1.
