Cannot display 'Fold Horizontal' section for seismic volume with non-zero TFS.

Description:
SYMPTOM:    IESX_Seis3DV/Seis2DV: Cannot display a 'Fold Horizontal' (bottom 
            two icons) section for a seismic volume that has a non-zero Time of
            First Sample (TFS). The following error is returned:

                        Error performing horizontal fold
                        Error creating a new path in path_util
                        Status = DB_E_PATH_OPTION_LIST
                        Status = DB_E_PATH_VERT_RANGE_ERROR

Solution:
WORKAROUND: None available. 
          
RESOLUTION: Corrected for GeoFrame 3.1.
