Inconsistent behavior in Express Interest between Marker Data Manager and SeisDV.

Description:
SYMPTOM:    IESX_DB: When an application starts up, ProMan sends all known    
            interests to the application via RPC. If the number of 
            interests is large, then this is done by a series of RPC calls 
            each handling a subset of the interests rather than a single one 
            handling all of the interests. The logic for handling the last 
            subset is incorrect and re-sends a part of the previous subset. As 
            a result some interests are not distributed. This causes 
            inconsistent behavior in Express Interest between the Marker Data 
            Manager and Seis2DV/Seis3DV. 

Solution:
WORKAROUND: None available.
          
RESOLUTION: Corrected for GeoFrame 3.0.4

EXAMPLE OF PROBLEM:  Marker times or depths can be successfully changed in the
Marker Data Manager, but the display in Seis3DV/2DV is not updated.
