Renumber 2D: Shotpoint/CDP transformation tables deleted from master project.

Description:
SYMPTOM:    IESX_DataManager_Seismic: Occasionally the shotpoint/CDP 
            transformation tables are deleted from a master project which was
            shared by other project(s). This happens when a user who does not
            have permission to modify the db_cat_key files attempts to share
            another project. When the db_cat_key files cannot be opened
            because of the permission problem, the software assumes that the
            file is corrupted and deletes the LCS tables from the master
            project.   

Solution:
WORKAROUND: Users with the proper permissions only should attempt to share 
            the master project or open up the permissions (777) in the master
            project's db_cat_key files. 
          
RESOLUTION: Corrected for IESX 10.2.1 and GeoFrame 3.1.2 where the user receives
            an error message and the shotpoint/CDP tables are not deleted when
            an attempt to share the master project fails.
