Seismic Flatten: Volume flattening fails with negative TFS (time of first sample).

Description:
SYMPTOM:    IESX_DataManager_Seismic: Cannot flatten seismic volumes that have
            negative Time of First Sample.  The following error is returned:

                DB_E_PATH_OPTION_LIST_ERROR
                DB_E_PATH_VERT_RANGE_ERROR
                No horizon data in area 

Solution:
WORKAROUND: None available. 
          
RESOLUTION: Corrected for GeoFrame 3.1.3.
