Load Seismic: Survey coordinates entered in Lat/Long; distance units converted to meters.

Description:
SYMPTOM:    IESX_DataManager_Seismic: When the user enters coordinates for a
            new survey using latitude/longitude decimal units, the distance
            units are converted to meters instead of feet.

Solution:
WORKAROUND: Input x/y for survey coordinates.
          
RESOLUTION: Corrected for GeoFrame 3.5.
