Topic:
Load 2D Locations: Invalid index error received if blank line at end of navigation file.

Description:
SYMPTOM:    IESX_DataManager_Locations: The following error message 
            is returned when loading navigation data if there is a 
	    blank line at the end of the file:

                Invalid index
                Load cartographic map data driver routine failed
                                                                       

Solution:
WORKAROUND: Remove the blank line from the file for the locations to load. 
          
RESOLUTION: Pending.
