Topic:
Bulk shift time applied in wrong units when creating new checkshot from synthetic data

Description:
SYMTOM:    When creating a new checkshot with a bulk shift time in ms in File > 
           Save synthetic data window, the program applies the bulk shift time 
           in seconds instead of milliseconds.  

Solution:
WORKAROUND: Input bulk shift time in seconds and disregard the units in label.

RESOLUTION: Fixed in GeoFrame 3.5.
