The X/Y coordinates are treated as feet even though they are meters.

Description:
SYMPTOM: The units displayed in projection dialogs in DataManager are
determined by the DISPLAY units set by Project Manager, not by the Storage
units. This causes the X/Y coordinates of 2D lines to be treated as feet
even though they are meters when the display units are set to English and 
the coordinates are set to meters.    

Solution:
WORKAROUND: None available.

RESOLUTION: Corrected for GeoFrame 3.1.4.
