Shifted synthetics saved under File ==> save synthetics are incorrect.

Description:
IESX_Synthetics: Shifted synthetics saved under File > save  
synthetics are incorrect. The amount of time 
shift is applied in seconds instead of milliseconds. The new 
checkshot is also incorrect.

Solution:
WORKAROUND: After shifting the synthetic data, use MB3/Save... in the synthetic 
            panel to save the synthetic traces, (rather than File > Save) then 
            create a new checkshot.
          
RESOLUTION: Corrected for GeoFrame 3.5
