Work area callback failed.

Description:
SYMPTON: Can successfully create a GeoFrame 3.1.X project with coordinate system
             NAD83 California State Planes, Zone V, Us Foot  

         However, when attempt to open the IESX portion of the project receive
         error message:
             Work area callback failed

Solution:
WORKAROUND:  GeoFrame 3.1.X does not support the US Foot version of the 
             California State Plane coordinate system.  The Meter version
             is supported.


SOLUTION:    Fixed in GeoFrame 3.5
