Topic:
Trouble loading navigation when an open Basemap has cultural data posted.

Description:
When loading navigation data with Basemap open and cultural data posted, the
cultural data is removed from the map. The cultural data must be reselected, 
or a saved map re-opened.

Solution:
WORKAROUND: Do not load navigation data with Basemap open and cultural data
             posted.

RESOLUTION: Fixed in GeoFrame 4.0.
