Topic:
"Please restart IES application when IESX application startup has completed."

Description:
Received the following error when trying to start IES Data Management:
"Starting IESX application in progress. Cannot start IES application yet.
Please restart IES application when IESX application startup has completed."
Seis3DV and two Basemap tasks were up from a saved session when trying to start
IES Data Management.

Solution:
Back out of the project and start up IES Data Management without using the saved 
session (i.e. in the Session Manager menu, do not click on the 'Continue' 
button).
