Solution:
By default the scaled plot starts at time 0 ms.

The above error is received when a scaled plot is attempted on seismic
data loaded with a positive TFS (time of first sample) i.e. .05 ms

WORKAROUND:  Set the scaled plot start time to the TFS of the seismic.
Seis3DV/2DV > Plot > Scaled plot > Seismic specification > Time ranges.
