Solution:
In an IESX xterm, cd $IESX_METAPATH, this is set in /home/gqs/setup_ies. 
In a non-IESX xterm type %source /home/gqs/setup_ies to set the environment variable, then type %cd $IESX_METAPATH.

1.) Check to make sure the $IESX_METAPATH directory exists.

2.) Check the permissions of the directory. They must be rwx (read,write,
    execute) for group and world.
