Unable to open cgm metafile

Description:
Attempting to plot a CGM file gives error of "unable to open cgm metafile". 

Solution:
Check to see if directory for CGM plots is there ($IESX_METAPATH). If it isn't,
you need to create it.  Also check to see if the IESX_METAPATH is pointing to
the right directory. 

To do this in an IESX xterm, launched out of Geonet, type %cd $IESX_METAPHATH. 
If you are not using Geonet, in an xterm type %source /home/gqs/setup_ies, 
then type %cd $IESX_METAPATH. The environment variable is set in the
/home/gqs/setup_ies file.
