Solution:
The format definition being used to load the wells was from a previous load
of another well file.  The new file being loaded contained only header 
information (i.e. well name and surface location), however, the format 
definition file was set to load header and data information (defined in the
operation control parameters).  Change the operation control parameters to
load only header information and the file will load.
