Description:
Error opening 7X database.
Project allocation failed.
Error code = 28001014
Error stack:
Execution on subtask upgrade_10_to_11 terminated abnormally.
Project upgrade failed.

Solution:
1.) Rebuild the IES Database.
    Session Manager > Application > IES Data Managerment > Add data to project
    > Add data in IES format > Create a New Project Inventory.

   1 - Rebuild Inventory @ YES
   2 - Confirm Recovery @ NO
   3 - Disposition of old inventory @ RENAME
   4 - Restore LDB files @ REBUILD
   5 - Restore MAPLOC files @ REBUILD

2.) Exit to start rebuild procedure.

3.) Restart the Upgrade IESX project application.
