Solution:
Check the following:

1.) cd /home/gqs
    more setup_ies 
     -look for the IESX_CONFIG environmental variable and make sure 
      the path ends with a trailing slash.
  
  For example:
         setenv IESX_CONFIG      /home/gqs/iesx_config   

         should be: 

         setenv IESX_CONFIG      /home/gqs/iesx_config/

2.) open permissions on the IESX_CONFIG directory.

3.) check for existence of the following files in the IESX_CONFIG directory        
    and/or relink if necessary.
    (iesx_dev_key.dat, iesx_dev_key.fpb, iesx_dev_key.idx, da_info_key.dat,
    da_info_key.fpb, da_info_key.idx)
