Solution:
1. Basemap->Define->Map->Map delete->delete the map appearance file and 
   picture file

2. Basemap->Define->Map->Map appearance->create a new appearance file

3. Basemape->Define->Map->Picture file->create a new picture file with the 
   new appearance file

4. Try plotting

5. If errors are still occurring then you may have to delete/recreate the 
   map content file

6. Try plotting 

7. If errors still will not go away then Basemap->Define->Map->Map 
   delete->delete ALL of the maps 

8. Basemap will now be blank. Quit/restart basemap and a default map 
   appearance, content, and picture file will be generated
