Description:
Loading cartographic data using the filter option and receive the error :

      Read of lat/lon point failed. Can't decode.

Solution:
When loading cartographic data using the filter option, ALL of the "value"
fields MUST be filled in. 

A zero value is not assumed for fields left blank.  
If the "seconds" fields are not significant to the load, zero values must be
entered into each field.
