Topic:
Unable to perform CGM scaled plotting, building data for legend failed

Description:
Error occurs trying to make a scaled plot from Basemap.
Complete error message:
Unable to perform CGM scaled plotting
Building data for legend failed
Updating a legend dialog box failed
Can not decode.       

Solution:
If you are able to do a snapshot of the basemap but not a scaled plot and
get the previous error, you have a corrupt map appearance file.

Delete the Map Appearance and associated Map Picture files and make a new
Map Appearance and Map Picture files.
