Unable to edit a culture layer in Basemap

Description:
You have loaded cartography and want to edit via Edit > Map Culture Data and
receive the following:
'Edit mode requires either user layer or a valid searchable culture layer in
map. No such layers found in map.'   

Solution:
When cartography is loaded, by default it is set as not selectable.  In order to
edit a culture layer it must be selectable.   

To edit cartography layers do the following:
In Basemap > User > Layer Management > scroll down to the culture layers you
wish to edit. Make sure the the Selectable toggle is set on (red) then click OK.
After this is set, the layers are now selectable and will appear in the Edit Map
Culture Data box.
