Can cartography be defined in MapView and posted on Basemap?

Solution:
Yes. First create the layer in MapView, then add to Basemap.

To create cartography in MapView:

  1.) You can have data posted first or start with blank screen.

  2.) Save/Update > Sketch Cartography 
      - Click Select Layer to select a pre-defined layer to add cartography to. 
      - Or select Modify Layer Name, you can modify any existing layer name or
        select customer assignable entity 0# to create your own.

      Select Text, Polygon, or Polyline to add cartography.

      - Click Text, type in text in Enter text:, hit return, point at
        location for text and click. Up-arrow when finished.
      - Click Polygon, select points of polygon, then mb3/close or exit. Up-
        arrow when finished.
      - Click Polyline, select points and mb3/close or exit. Up-arrow when 
        finished.
  
To add to Basemap:
 
Create a new Map Content, Map Appearance and Map Picture in Basemap containing 
new cartography layer. See Basemap for details on how to do this.
