Topic:
Applied a bulk shift - data doesn't reflect change.

Description:
Went through Application > Computation Manager > Seismic Bulk Shift > selected
survey and entered new class and entered -0.037 as the shift.  User could not 
see a shift in the data.

Solution:
Bulk shifts are defined in milliseconds, not seconds. 
Use -37 instead of -0.037.
