Is the scale in Scaled Plots in MapView the same as in Basemap?

Solution:
No, the scale is not the same.  The Basemap scaled plot uses a ratio, 
1:100,000, which means one inch = 100,000 inches.  MapView uses 1 to 100,000,
which means one inch = 100,000 feet.
