What does ??? in the Synchronize dialog box mean?

Description:
Synchronizing an interpretation project to a master project, there is a series
of ??? in the Conflicted cross-references window.  There is no reference to ???
in the symbol dialog box.

Solution:
A normal output in Conflicted cross-references dialog box is:

(2D) 2d_slb:slb4 <= cloudspin_maste - 2d_slb:slb4 [= = !]

The output with the question marks is:

(2D) 2d_slb:slb4 <= cloudspin_maste - ??? [???]

The question marks indicate that the master project is allocated somewhere.
To resolve the situation, deallocate the master project before proceeding
with the synchronize.
