Spectrum Bar Appearance: User Defined Placement is greyed out.

Description:
When posting the Spectrum Bar, there is an option for "User Defined" Placement.
This selection is greyed out.  How can it be activated?        

Solution:
The words "User Defined" always remain greyed out.  This is not a selectable
placement option under Post > Interpretation > Spectrum > Appearance > Placement.

If the Spectrum Bar is moved via the User > Move Items option, the placement
box will reflect this option by toggling "User Defined" to "ON" (red).  If the
Spectrum Bar is later placed by selecting one of the eight toggles, the
"User Defined" option is toggled "OFF".  The Spectrum Bar should move to the
location set by the toggle when  or  is selected.
