What is the User > Move Items option for and how does it work?

Solution:
The User > Move Items option allows for the "User Defined" placement of the North Arrow, Map Scale, and Spectrum Bar. There are eight default positions for the placement of these items which are offset from the border of the displayed map. The user also has the option to interactively place any of these items anywhere on the Basemap by using the User > Move Items option. 1) Select User > Move Items 2) Click on the North Arrow, Map Scale, or Spectrum Bar with MB1. A yellow box surrounding the cursor will display. 3) Move the cursor to the desired location. 4) Click MB1 to set the location. The radio button called "User Defined" under the User > Map Annotations, Placement is now active for the moved item. In the case of the Spectrum Bar this is under Post>Interpretation>Spectrum, under the Appearance tab.
