Major Fixes in GeoFrame 3.8 for IESX SeisDV.

Solution:
1.) Areal amplitude extraction now works for seismic containing negative
TFS/DFS. (358682)
2.) Culture data now posts properly on time slices for surveys with different
bin sizes. For example, if two surveys shared the same areal extents and
had different bin sizes, when switching between slices, the culture data
would retain the position of the first posted survey.
