Major Fixes in GeoFrame 3.8 for IESX SeisDV.

Description:
        

Solution:
1.) Areal amplitude extraction now works for seismic containing negative 
    TFS/DFS.  (358682)

2.) Culture data now posts properly on time slices for surveys with different
    bin sizes.  For example, if two surveys shared the same areal extents and
    had different bin sizes, when switching between slices, the culture data
    would retain the position of the first posted survey.

        Error managing areal snap dialog
        Additional information :
        Could not initialize portions of the areal dialog box
        Error creating a new path
        Status: DB_E_PATH_NOT_COPIED
        Status: DB_E_PATH_RECORD_NOT_FOUND

    no longer occurs when: a rectangular path is created in Basemap; a
    rectangular path is selected in a SeisDV areal operation; the Areal
    Operation dialog is dismissed; the path is deleted in Basemap and the Areal
    Operation dialog is opened.

5.) Horizon flattening now works for depth index seismic with English units.

6.) Scaled seismic plots can now be generated with a Z range, rather than 
    always being set to start at 0.

7.) Class priority lists are again being honored for seismic displays.

8.) The following error:
        Error object must be XO or map object

    is no longer received when moving the cursor outside the SeisDV window and
    then performing a function back in the window when User > Preferences >
    Cursor location between views is toggled to Yes.

9.) Synthetics displayed on seismic lines no longer display null traces when
    zooming in after moving the synthetic.

10.) Boreholes having intervals of constant deviation but changing velocities
     now post correctly in SeisDV.
