How to get a neatline to cover newly loaded surveys

Description:
New surveys loaded into the project fall outside the initial neatline on the 
basemap.        

Solution:
Create new map content and picture files with map extent set to border around all surveys.

1) In Basemap > Define > Map > Map content window, select the surveys, set 
   extent to border around all surveys, and create a new content file.

2) Make sure new survey layers are added in the map appearance file.  Update the 
   map appearance file if necessary.

3) Create a new picture file with the map content file and the map appearance 
   file.
