How to select a line from Basemap when two surveys completely overlap each other.

Solution:
Only lines from a survey with a higher priority can be selected in the
overlapping area in Basemap.  The user needs to check or change the survey
priority before selecting lines from the survey.  

To change survey priority:

In Basemap-> User-> Path Selection...(or MB3-> Control), click the survey.  It 
will be moved to the top of the priority list.
