Unable to define zooming area on BasemapPlus

Description:
The zooming rectangle does not appear when zooming in Basemap.  Clicking the 
zooming button automatically zooms the basemap 2X.

Solution:
A basemap is created with a "Neat Line" which indicates the map extent of the
map. Basemap zooming functions work in its zooming mode defined in 

               User > Preferences

when the map display is within its neat line. 
However, if a basemap is zoomed out beyond the neat line, clicking the zooming
buttons will atomically zooms the map by a factor of 2 until the neat line is
reached.
