How to change the posting order of the Appearance Layers

Solution:
In Basemap -> User -> Layer Management, select the layer with MB1 and then place the layer to the desired position with MB2.  Click Top or Bottom button to move the selected layer to the top or bottom of the list.  Click OK or Apply to apply the change.
