I have been in Bremerhaven Germany all week attending meetings
of the organization that manages the Integrated Ocean Drilling
program. This very large (more than $100M per year) international
program is struggling with budget realities that are driven
by a wide range of factors ranging from reductions in NSF
support to escalating costs within industry for drilling platforms.
But despite all the difficulties the program expects that
in 2008 there will be scientific drilling operations involving
three separate platforms - Japan's riser drilling vessel (NanTroSeize),
the US rebuilt JOIDES Resolution (Equatorial Pacific and Bering
Sea), and Europe's mission specific platform operations (drilling
off New Jersey and perhaps Australia's great Barrier Reef).
Sadly northern Germany lived up to it's reputation for inclement
weather - every day has seen low cloud and rain 'falling'
mostly horizontally at speeds in excess of 20 knots, defying
the most deftly positioned umbrella.
